Will a wall charger charge faster than a computer usb port?

if you put a usb charger cord into a wall adapter and charge it directly from an outlet, will it charge faster than in a computer usb port? If so, why is that? (he item in question is an electronic cigarette battery, not a piece of computer hardware or a device that will interact with a computer)
im looking for a reason why, I.E. is it a stronger charge or does the computer limit power supply etc. also, how would a car charger handle the same task vs a computer and a wall outlet?

Depends what you’re charging. Take an iphone for example. No it won’t charge quicker in a wall socket because the battery needs to be charged at the same rat or it will ruin it. A usb outputs 5v i think and a wall socket 120, so when you plug it into the wall it is “down scaled”.
